Scheduled Caste and Schedule Tribe Cell

A special cell for the welfare of Scheduled Caste and Schedule Tribe in SKUAST-Kashmir has come into existence for effective implementation of the programmes and policies of reservation with regard to the admission of the students and the recruitment of teaching and non-teaching staff at various levels . Its function is also to help the SC/ST/OBC categories to integrate with the mainstream of the university community and to remove difficulties which they may be experiencing The cell is advised by a standing committee at various policy matters pertaining to academic and non-academic matters under the Chairmanship of the Vice-Chancellor.

According to the UGC Guidelines 1988, the following are the objectives of the cell :

  • 1. To implement the reservation policy for SCs/STs in the University.
  • 2. To collect data regarding the implementation of the policies in respect of admissions, appointments to teaching and non-teaching positions in the university and analyze the data showing the trends and changes towards fulfilling the required quota.
  • 3. To take such follow up measures for achieving the objectives and targets laid down for the purpose by the government of India, HMRD and the UGC.
  • 4. To implement. monitor and evaluate continuously the reservation policy in the university and plan measures for ensuring effective implementation of the policy and programme of the Government of India.

  • 1. To circulate Government of Jammu and Kashmir and UGC’s decision to collect regularly on an annual basis information requiring course wise admission to candidates belonging to the SC/ST classes in the university for different courses in forms prescribed by a stipulated date and to take follow up action where required.
  • 2. To circulate Go J&K and UGCs decision and to collect regularly on an annual basis information in respect of appointments, trainings of these communities in teaching and non-teaching posts in the university in suitable forms by a stipulated date and to take follow up action where required
  • 3. To collect reports and information regarding the Govt. of J&K orders on various aspects of education, training and employment of SC/ST and OBC for evolving new policies or to modify existing policy by the UGC.
  • 4. To analyze the information collected above and prepare reports and digests for onward transmission to the Ministry of Human Resource Development/ University Grants Commission and such other authorities as may be required
  • 5. To deal with representation received from SC/ST and OBC candidates regarding their admission recruitments/ promotion and other similar matters in university
  • 6. To monitor the working of the remedial coaching scheme, if approved in the university
  • 7. To function as a Grievance Redressal Cell for SC/ST/OBC students and employees of the university and render them necessary help in solving their problems.
  • 8. To maintain a register for employment of SC/ST/OBC in the university for the candidates belonging to SC/ST/OBC communities for various posts in the university.
  • 9. Any other work assigned from time to time and promote higher education among these communities.
  • 10. The SC/ST/OBC cell exclusively looks after the work related to SC/ST/OBC matters

  • 1. To ensure the effective implementation of the reservation policies for SCs/STs and OBCs in the institution.
  • 2. To monitor the guidelines issued by MHRD, the University Grants Commission and by the government of J&K from time to time
  • 3. Committee often meets the students and faculties belong to SC/ST & OBC communities, to understand their problems and to assist them in resolving the problems.
  • 4. Creating awareness among the SC/ST & OBC students regarding the various Government and Non-Government scholarship schemes
  • 5. The cell is committed to maintain a good environment for the students
